Project Description
In the implementation of development projects in the mining, electricity, hydrocarbons, industry, the particular characteristics of each natural area represent very sensitive inflection points regarding potential impacts. Thus, it is essential to have the Environmental Management Instruments (EACH) for each specific case, according to Law No. 27446 of the National System of Environmental Impact Assessment (SEIA) and its Regulations, taking into account the characteristics of the planned activities and background of environmental variables, in order to predict the impacts on nature and set in advance prevention measures, respective mitigation or correction,es.
The development of these instruments is a multidisciplinary work and requires a thorough knowledge of the area of influence of the project, It is covering it up where the environmental impacts are perceived. The methodical data collection and its correct interpretation are essential to propose environmental management plans that are consistent and comprehensively applicable to the specific reality of each project. These ESMR will be elevated to SENACE depending on the case, who is the competent authority for review and approval,es.
In Umbrella EcoConsulting SAC developed the following Environmental Management Instruments:
Preliminary Environmental Assessment (EVAP)
The purpose of this instrument is the initial identification of potential environmental impacts associated with a project and provide information for classification within the categories set out in SEIA. The information contained in this instrument is the basis for the formulation of the terms of reference for the preparation of the Environmental Impact and constitutes the first legal requirement for the realization of a project. Its importance is that determines the area of influence and identifies from the beginning the potential impacts, from secondary information and experience of specialists.
Estudios de Impacto Ambiental (fairs)
It is an instrument whose purpose is to identify, to prevent, interpret and communicate the potential impacts of a project on physiography, biomass, the society, the economy, culture, health and human well on its area of influence. It is an effective tool for decision-making about the environmental viability of a project and can be of two types:
*Environment Effect investigation Semidetallado (fairs-sd): It is used when generating moderate negative environmental impacts are expected, and they can be eliminated or minimized to acceptable levels by the adoption of measures known and readily applicable. The purpose of an EIA-sd is to determine the environmental conditions in the area of influence of the project, in order to establish the different impacts that are inevitable, and their respective mitigation measures.
*Detailed Environmental Impact Study (EIA-d): It is used when generating significant negative environmental impacts are expected, whereby, merits further analysis, to design the strategy most appropriate environmental management. In this study highlight the environmental aspects of the project, which they are identified and assessed using impact matrices, while preventive measures are foreseen, corrective and compensatory, and a restoration plan at the end of the useful life of the facilities.
*Environmental Impact Statement (DAY): Is the official document outlining the outcome of an Environmental Impact Assessment and its allegations. When the project is defined it is sent to the competent authority and the environmental impact assessment is made, which is then subjected to a period of public exposure. If the valuation of claims is positive, necessary modifications are made and the measures taken to reduce environmental impact are set,es.
